How Hard Is It To Fill A Mobile Home Park?

Hello All. What does it take to fill a park? I am new at MHP, not real estate. There is an opportunity to purcahse large park (50+ acres, 400+ single spots) but the park is at 25% capacity. Obviously it needs to be filled. Is this an imposible task? Plan on purchasing truck to move tenants in. I would appreciate all advice.
