I use postcards but targeted mailings (properties where ownership and sales history fit my criteria), average 3-5%
You might have a better hit rate by calling these people. there are online phonebooks you can use with their last name.
Postcards can be an excellent media to send your message. I think you should go for it and test the results.
I would also try sending a letter out to the list as well. Hit them at least three times. If you don't follow up multiple times, then it is a waste of time in my opinion.
