Do Not Call Registry Question

My understanding is that if I call homeowners as private investor who are looking to buy their houses as principal of the transaction, I won’t be violation of Do No Call Registry law, even if they are on the list.

But what if I have someone else make calls for me? This person would be an independent contractor, not my employee. I’ll be the buyer. Would he be classified as a tele-marketer and therefore wouldn’t be able to call those of who are on the registry?

Another question is, is there a web site you can look up which phone numbers are on the registry? I searched around and found lots of software to do this checking, but all I need is basic functionality of just punch in the number to see if the number is on the list or not. With the official site, you can check the registration status, but they reply with an e-mail and takes too much time for checking many numbers.

    I did more research and the following is what I could make out of it:

    If you are a “buyer” as in buying houses, this regulation does not apply. So it doesn’t matter who makes the calls. If you are a “seller of goods or service” this does apply. You have to comply with the regulation, if you are offering a loan.

    Hope am I correct.
