Incorporate In NJ Or PA

Hello, i will be flipping houses in both PA and NJ what state would be best to incorporate in and should it be an S corp or C corp, most of the profits will stay in the real estate business to reinvest as i have income from another line of work, until i decide to do real estate investing full time in a few years and then beging taking a paycheck.

some things to consider

which state has the best liability protection?

which state has lower taxes, fees, paperwork etc?

Does PA require workers compensation insurance even if i am the only one in the corporation like NJ requires?

I already pay workers comp for one company do i have to pay it for every company i form?

Anything else im not considering?
