Does LA Rent Stabilization Cover SFR's?

Just checking - does anyone know if the rent control/rent stabilization in Los Angeles covers single-family residences? I'm looking at a place priced drastically below-market, where the owner wants to give me $5000 credit to evict the unruly tenants (I assume for paying them to relocate, pursuant to the L.A. rent control law). If it's not under rent control, I think he should do it himself, and not pay them the relocation fee, or pay them to get out and only give them 30-days' notice (rather than the 120 called for by rent control, when the buyer wants to move in after taking possession).

Aside from asking him to go ahead and evict them, rather than my having to do it myself, anyone have any suggestions?

Specifically, does anyone know if the home is subject to rent stabilization, since it's a single-family? If it's not, there's no problem getting them out in 30 days, without paying them extra cash. I just wanted to be sure that they could be evicted legally, provided I plan to live in the place when I take possession.
