Condo Conversions

I have a question concerning condo conversions. Where I am writing from, we are required to contact the city to file for a subdivision permit in order to perform the conversion, we call this a "submittal." This process not only involves contact with the city's Development Services, but also correspondence with the county assessor, title company, engineer, and property owners. What would the submittal process be worth, say if I had someone do it for me? I have done a few conversions myself, but wish to have another company take over the submittals. Any ballpark figure (per unit) that you could provide would be great.
