WHAT % OF THE ANSKING PRICE DO YOU OFFER TO THE MORTGAGE HOLDER

and if it was a foreclosure (without the short sale) what % of the anking price do most of you offer-i read some where around 70% on 100 or would you go 65%-just curious-THIS IS ON NEW/NO REPAIRS NEEDED PROPERTY.
