than total owed?example=2000$ back city then

In most foreclosure proceedings the lender must attempt to recover the full amount of the debt including a cost.
So yes in this case is correct. On of my market states at a sheriff sale they start the bid at 1/3 of market value and the lender will bid up the amount due them.
