In Iowa we contact the local county assessor's office. The counties I deal with are online so it is very easy.

The car can be less easy to trace. Some states have had problems with stalkers so restrict the vehicle registration look up details. If there is a problem with the car, report it to the police and let them see what they can do to have it moved, etc. Otherwise it would be best to ask around or watch where the driver goes to make a guess where they live and look them up that way.
