Foreclosing On Property With No Mortgage??

I found a foreclosure case that has not been set to sheriff sale yet. It appears that the owners died and have left each one of their kids 1/4 interest in the property. The heirs are all out of state and seem to be unwilling to work with each other.

The file states that there are "no judgements, liens, or mortgages except unpaid taxes".

It is unclear in the file who is initiating the foreclosure.

Anyone have any idea what is going on here??

    My guess would be the government is foreclosing for unpaid taxes.
