Contact a title co. and request a updated list every week on foreclosure filings, this way they are all before the auction. On the other hand If you take the time to build a team with Realtors and mortgage brokers to work with you, they will bring leads to you and provide loan sources to fund deals . Having professionals on your side will speed up the process.

Can realtors and mortgage brokers bring pre-foreclosure info to the table?
If I am understanding you correctly you bought a tax lien and he never repaid it and the redemption period is over. If that is correct I believe that you need to go through an eviction process. The other method is going there and offering to pay for his move out.
If you paid off or bought the lien, you bought the taxing authorities position and would foreclose yourself wiping our any subordinate liens if they exist.
Not a bad deal.
