Establishing A Relationship With The Bank To Perform A Short Sale.

I know the basics of the short sale through the pre-foreclosure process, however, I would like to know how an investor can establish a relationship with the Bank in order to purchase a home that has already been foreclosed. I have heard of investors that deal strictly with the bank and I want to know how that is done. Will the bank provide an aspiring investor with a list of foreclosed (REO) properties that they have for sell? Would I just contact the loan loss mitigation depart. n get them to send me a shortsale package along with a list of there foreclosed properties? Then submit my offer along with the necessary criteria (comps, offer ltr, etc)?
