Dry Letter To Bank About Property

Has anyone had any experience with sending a dry letter to a bank about a foreclosed peice of property?
I have a house in mind and I have the inof i just do not know if I need to make an offer for the porperty or wait to discuss this with the bank?

Any help or samples would be GREAT.

    Just a letter to start off with meaning no prompting from anyone just a letter to start contact with.
