Do you have to pay for FORCLOSURE listings?

So i live in Southern California and want to do a little research on forclosures. Everywhere I look I have to pay for listings....is there such thing as free listings? Or free info? One of my questions is if I want to buy a forclosure do i have to have 100% of the money there at time of sale...or can i be pre-qualified for a loan for that about and be ok. I would love some info thanks

    In all counties that I know of they have to publish the foreclosures in the local newspaper. This is usually done 2-3 months before they are available for you to purchase. You may also be able to get a current listing from your county clerk for a printing fee.
