Pay off the debt. If you pay the cc" down you can use them as a form of money for short term purchases. Notice i said SHORT!. If i were to borrow monety to rehab a property a typical HM lender would charge me 17% + and several points. In a case like that I would use a cc for a short term loan, provided I had figured the cost of the money into the deal.
