Tax Lien

Has anyone ever or is it possible to negociate a personal tax lien on a property? I was going to buy a property that was a good deal and then found out it had a lien on it for 3000 from 1999. It turns out the ladies husband didnt pay or something and then died in the year 2000. The lien is now over 5k and I dont want to pay it and she has no money because we would be buying it for the loan value. Anyone have any ideas on that one, right now we are going to have to pass on it because the margin is just too close with the 5k extra.

The guy didnt pay her personal income taxes and they attached it to the property somehow. Then the guy died and now it is 5 years later. I wanted to buy the property so I was wondering if I could negociate them down so they would take less to get the matter cleared up.

No offense man, but I am not a newbie, I was just wondering if anyone was able to do it. Obviously when you call them they say that they want to be paid in full (like every other institution known to man).
