Firegal, from what I have heard absentee owners are basically the same as out-of-town property owners. Meaning that the owners themselves reside in another state. Hope it helps.
That's pretty much it. Sometimes also associated with vacant properties. It's a little harded to run someone down when there's no one there to ask.
