Paper Road

Hi to the pros. have a question about a paper road. I can across a woman who has 4 lots that her now deceased father owned in a state the she dosent live and, she is looking to unload. She claims they are on a PAPER ROAD. Does anybody know whats involved to get a paper road turned to a real road?

    Its in NJ. I have to get the tax map this week. Not really sure if the town intends for a road to be put there or what the term acutally means.

    Chris thanks great ideas. I know iv heard of this some time back. If what im thinking is correct i believe the terrain realitivy flat. my bigger concern is eviromental impact.(aka wetlands). I grew up in the area and i know there are a lot of "protected" areas. Im sure the town would just laugh at me if i proposed damaging them. By the way thanks for the reminder about USGS.

    See if there is a local HOME (housing opportunities made equal) office nearby. We have sold several properties to clients using different grant programs HOME coordinated for the buyers.

    MISHDA in Michigan can make down payment grants to qualified buyers. I can provide some details.
