New In The Market

I am a new RE investor in the Buffalo-Niagara area - my experience is in other countries and in CT. I am a little confuse with the several opportunities in this market. buy, rehab and flip, rent, buy hold and sell...
I live in Buffalo (number 184 in the ranking for house price appreciation). In my understanding, I should eliminate the possibility of buying and holding.
My questions are:
1- knowing that the price of the properties in this area does not appreciate much (5.9% per year), how should I invest here?
2- It looks like investing in states such as FL and CA would bring me faster and higher return on investment. But, living so far away and having a full time job, I am not sure if it would work out. Do you guys have experience investing in other states?
3- My available cash for this type of investment is $100 and about $350 credit line. How would be your strategy? ..
4- what are your recomendations in terms of tools? website links, services, etc. Is it possible to sign up for the MLS not being a agent?

Also, I am looking for experience investors for partnership.
