Mls Flood Disclosure

On the mls, it says “house has flooded from creek”. Since this house in on the other side of my neighborhood, I went over to check it out. The neighbors 3 deep on each side of house said that their houses have not flooded in years. One neighbor said the city re-engineered the creek behind the houses 15 years ago and that is when the flooding stopped. My question is how far back does a flood disclosure have to go. Does it have to be disclosed if there was ever a flood or just a recent flood?
That being said, it looks as if the gutters and yard grading are putting water in the basement. Second question is how to determine where the water is coming from. From flooding or poor grading. And would water in the basement cause the carpet on the main floor to be slightly damp and smelly. I hope I don’t sound dumb, but my husband sd this could happen. There is very little mold in the house.

    In my area, if you know of any latent facts about the property, you must disclose them on the property disclosure.

    The only thing that I would share with you os that If it is a concern when you buy, it will also be a concern when you sell it.
