I have heard of obtaining grants for assisted living facilities, but that it is difficult to do so.

I am very fimiluar with the single famiy home development program. I can probably answer what you need or write the grant for you give me more information on it.
Rural housing has a program. Most of the grants for low income housing you can talk to your local, county and state housing development agencies.
Also, look around your area for sections designated as economically disadvantaged or enterprise zones. Usually you will find agencies giving grants for those purposes.
